Our vision for Digital Government is to transform the way government operates and delivers services by using technology to create a more efficient, transparent, accountable, accessible and citizen-centred public administration.

We envision a government where citizens can access essential public services quickly and conveniently without unnecessary paperwork, delays or repeated visits to government offices. Digital transformation will be used not merely to introduce technology, but to improve the quality, speed and transparency of government services.

DIGITAL PUBLIC SERVICES

We will progressively digitise government services and create convenient online platforms through which citizens can access public services, submit applications, make payments, track requests and receive important government information.

Priority services will be identified and redesigned around the needs of citizens, with simple procedures and clear service timelines.

Government agencies will be encouraged to reduce unnecessary paperwork and adopt digital workflows that improve efficiency and accountability.

ONE-STOP GOVERNMENT DIGITAL PORTAL

We will develop an integrated State Digital Government Portal that provides citizens and businesses with a single access point to government services.

Through the platform, citizens will be able to access information, submit applications, make approved payments, track service requests and interact with relevant government agencies.

The portal will be designed to be simple, mobile-friendly and accessible to citizens with different levels of digital literacy.

DIGITAL IDENTIFICATION AND CITIZEN DATABASE

We will strengthen digital systems for government records and citizen-focused service delivery while ensuring compliance with applicable laws and data protection standards.

Reliable digital records will support better planning, reduce duplication and improve the government's ability to deliver targeted services.

Government databases will be properly secured and access will be controlled according to defined responsibilities.

ELECTRONIC DOCUMENT AND RECORD MANAGEMENT

Government ministries, departments and agencies will progressively adopt electronic document management systems.

Official documents, correspondence, approvals and records will be securely stored and managed digitally, reducing dependence on physical files and improving the speed with which information can be retrieved.

This will also improve institutional memory and reduce the risk of important records being lost or damaged.

DIGITAL PAYMENT AND REVENUE SYSTEMS

We will strengthen electronic payment systems for government fees, taxes, licences, permits and other approved public payments.

Citizens and businesses will be able to make payments through secure and convenient channels while receiving appropriate digital confirmation.

Improved digital revenue systems will help reduce leakages, increase transparency and provide government with better information for financial planning.

OPEN GOVERNMENT AND TRANSPARENCY

Digital platforms will be used to improve access to public information.

Government will progressively publish relevant information about programmes, budgets, projects, procurement and service delivery in accordance with applicable laws and public-sector standards.

Citizens will have better opportunities to understand government activities and provide feedback.

DIGITAL PROCUREMENT

We will promote digital processes in public procurement to improve efficiency, transparency and accountability.

Where appropriate, procurement processes will be digitised from planning and publication through bidding, evaluation, approval and contract monitoring.

This will reduce unnecessary paperwork and improve the ability of government to monitor procurement activities.

DIGITAL TAX AND REVENUE ADMINISTRATION

We will modernise revenue collection through digital systems that make it easier for individuals and businesses to register, pay taxes and obtain receipts.

Data-driven revenue administration will help identify leakages, improve compliance and expand the State's internally generated revenue without unnecessarily increasing the burden on compliant citizens and businesses.

SMART GOVERNMENT DATA

We will establish a stronger government data ecosystem that enables ministries and agencies to make decisions based on reliable information.

Data from different sectors, including education, healthcare, agriculture, infrastructure and revenue, will be used to support evidence-based planning.

Appropriate data standards will be developed to improve interoperability while protecting sensitive information.

DIGITAL SKILLS FOR CIVIL SERVANTS

Digital transformation will only succeed if government employees have the skills required to use new systems.

We will introduce continuous digital skills training for civil servants, covering areas such as digital records management, cybersecurity, data analysis, online service delivery, productivity tools and emerging technologies.

Specialised training will be provided for staff responsible for managing government information systems.

CYBERSECURITY AND DATA PROTECTION

As government becomes increasingly digital, cybersecurity will become a core priority.

Government systems will be protected through appropriate cybersecurity policies, access controls, backups, monitoring and staff awareness.

Citizens' personal information will be handled responsibly and protected in accordance with applicable data protection laws and standards.

DIGITAL PARTICIPATION AND CITIZEN ENGAGEMENT

Digital platforms will provide citizens with opportunities to communicate with government, submit feedback, report service challenges and participate in consultations.

Government will develop mechanisms for receiving, tracking and responding to citizen complaints so that digital engagement leads to measurable improvements in service delivery.

DIGITAL INCLUSION

Digital government must not exclude citizens who have limited access to the internet or digital devices.

We will establish assisted digital service points where citizens can receive help accessing government services.

Efforts will also be made to expand digital literacy, connectivity and access to affordable digital services across urban and rural communities.

SMART INFRASTRUCTURE

Digital government will be supported by reliable infrastructure, including government connectivity, secure data systems, cloud services, appropriate computing infrastructure and backup systems.

Government will explore cost-effective partnerships with telecommunications and technology companies to improve connectivity and digital service capacity.

ARTIFICIAL INTELLIGENCE AND EMERGING TECHNOLOGIES

We will explore the responsible use of artificial intelligence and other emerging technologies to improve government efficiency.

AI may be applied in areas such as data analysis, service automation, information management, forecasting and citizen support, subject to appropriate safeguards.

The adoption of emerging technologies will be guided by public interest, transparency, security, accountability and applicable laws.

DIGITAL ECONOMY AND GOVERNMENT

Digital Government will also support the wider digital economy of Gombe State.

By making government services easier to access, reducing administrative barriers and improving digital infrastructure, we will create a more favourable environment for entrepreneurs, businesses, investors and technology companies.

Government procurement and innovation programmes will also explore opportunities for qualified local technology companies to contribute to digital transformation.

IMPLEMENTATION PROCEDURE

Implementation will begin with a comprehensive assessment of existing government ICT infrastructure, systems, databases, digital services, connectivity and staff capacity.

The findings will form the basis of a State Digital Government Master Plan with clearly defined priorities, implementation timelines, funding requirements and responsible institutions.

The first phase will focus on digitising high-demand government services, improving connectivity, establishing secure digital infrastructure and training civil servants.

The second phase will focus on integrating government systems, expanding online services, strengthening digital payments and improving data sharing.

The third phase will focus on advanced digital services, smart government applications, artificial intelligence, data analytics and continuous improvement.

All major digital projects will be monitored against measurable service-delivery indicators.

Our goal is to build a government that works faster, communicates better, spends more responsibly and responds more effectively to the needs of its citizens.
