Building a Skilled, Innovative, Productive and Economically Independent Youth Population in Gombe State
Our vision for youth empowerment is to build a generation of skilled, productive, innovative and economically independent young people who are equipped with the knowledge, resources, opportunities and support required to create sustainable livelihoods and contribute meaningfully to the economic and social development of Gombe State.
We recognise that the youth constitute one of the greatest assets of Gombe State. With the right investment, our young people can become entrepreneurs, technology innovators, skilled professionals, farmers, creative artists, athletes, employers and community leaders. Our administration will therefore move beyond short-term interventions and establish a comprehensive youth empowerment system that focuses on skills development, entrepreneurship, employment, innovation, technology, sports and access to finance.
GOMBE YOUTH ENTERPRISE PROGRAMME
We will establish the Gombe Youth Enterprise Programme, a structured state-wide initiative designed to identify, train, finance and mentor young entrepreneurs across the State.
The programme will provide young people with practical training in entrepreneurship, financial management, business development, digital marketing, bookkeeping, customer relations and business sustainability.
Beneficiaries will be selected through transparent and competitive procedures based on viable business ideas, existing enterprises, skills, commitment and potential for job creation. Special attention will be given to young people from disadvantaged communities and those with limited access to economic opportunities.
The programme will not end with the distribution of funds. Beneficiaries will receive continuous mentorship, business advisory services and monitoring to improve the survival and growth of their enterprises.
START-UP GRANTS AND ACCESS TO FINANCE
We will establish a transparent youth enterprise financing mechanism through which qualified young entrepreneurs can access start-up grants and other appropriate forms of financial support.
Funding will be linked to viable business plans and clearly defined milestones rather than political patronage. Applicants will undergo business development training before accessing funds, while beneficiaries will be monitored to ensure that resources are invested in productive activities.
We will also facilitate access to low-interest financing, cooperative funding, microfinance institutions, development finance programmes and private-sector investment so that young entrepreneurs can progress from small businesses to sustainable enterprises.
YOUTH INNOVATION CENTRES
We will establish youth innovation centres across strategic locations in Gombe State where young people can access computers, internet connectivity, training facilities, mentorship, collaborative workspaces and business support services.
These centres will serve as platforms where young people can develop ideas, learn new skills, build businesses and collaborate with other innovators.
The centres will provide training in areas such as artificial intelligence, software development, cybersecurity, data analysis, digital marketing, graphic design, electronics, renewable energy, robotics and other emerging technologies.
Young innovators with promising ideas will be connected to mentors, investors, technology companies and relevant government institutions.
TECHNOLOGY INCUBATION HUBS
We will establish technology incubation hubs to support young people developing technology-based businesses and innovative solutions.
These hubs will provide structured incubation programmes that help entrepreneurs move from an idea to a prototype and eventually to a market-ready product.
Selected start-ups will receive technical support, business mentorship, workspace, internet access and opportunities to pitch their ideas to investors and development partners.
Government will also seek partnerships with local and international technology companies, universities, research institutions and innovation organisations to provide technical expertise and investment opportunities.
VOCATIONAL AND TECHNICAL SKILLS DEVELOPMENT
We will expand vocational and technical training opportunities for young people who want to acquire practical skills and become self-employed or enter the labour market.
Training will cover areas such as electrical installation, solar energy systems, plumbing, welding and fabrication, automotive repairs, construction, tailoring, fashion design, catering, beauty services, ICT, telecommunications, computer repairs, phone repairs and other skills with strong market demand.
Training programmes will be designed around actual labour-market needs. Young people will receive both technical training and basic entrepreneurship education so that they can establish and manage their own businesses after completing their programmes.
Where appropriate, trainees will receive starter tools and equipment to enable them to begin productive activities immediately after graduation.
DIGITAL ENTREPRENEURSHIP
We will promote digital entrepreneurship as an important pathway to employment and wealth creation.
Young people will be trained in areas such as software development, web development, content creation, digital marketing, graphic design, video production, e-commerce, freelancing, online services, data analysis, artificial intelligence and other digital professions.
We will facilitate access to reliable internet connectivity and digital workspaces, particularly for young people in communities where access to technology remains limited.
The objective is to enable young people in Gombe State to participate in the global digital economy without necessarily having to relocate outside the State.
EMPLOYMENT CREATION
Our youth empowerment strategy will place strong emphasis on creating pathways to decent employment.
Government will work with private companies, industries, contractors, financial institutions, development partners and other employers to identify opportunities for young people.
We will promote internships, apprenticeships, graduate trainee programmes and structured work-placement schemes that give young people practical work experience.

Young people will be encouraged to participate in modern farming, livestock production, aquaculture, greenhouse farming, irrigation, food processing, packaging, agricultural technology and other segments of the agricultural value chain.
Youth agricultural programmes will combine training, access to inputs, financing, technology and markets. Rather than focusing solely on production, young people will be encouraged to participate across the entire value chain, including processing, transportation, storage, marketing and export.
CREATIVE INDUSTRIES
We will promote the creative economy as an important source of employment and income for young people.
Young talents in music, film, photography, fashion, animation, graphic design, writing, digital content creation, theatre and other creative fields will receive opportunities for training, mentorship and professional development.
Creative hubs will provide access to equipment, production facilities and training while creating opportunities for collaboration between young creatives and established professionals.
We will also promote local creative products and talent through exhibitions, festivals, competitions and digital platforms.
SPORTS DEVELOPMENT
Sports will be developed not only as recreation but also as an industry capable of creating employment, discovering talent and promoting the identity of Gombe State.
We will invest in grassroots sports development and create programmes that identify talented young athletes from schools and communities.
Sports facilities will be rehabilitated and developed, while qualified coaches and sports administrators will receive appropriate support.
Young athletes will be connected to competitions, clubs, academies and professional opportunities within and outside Nigeria.

Beneficiaries will be followed up after receiving training or financial support to determine whether they have established businesses, secured employment, created jobs or improved their income.
Successful programmes will be expanded, while programmes that do not produce measurable results will be reviewed and redesigned.

Youth empowerment programmes will be guided by measurable outcomes rather than the number of beneficiaries announced.
Government will monitor indicators such as the number of young people trained, businesses established, businesses that remain operational, jobs created, young people employed, start-ups incubated, apprenticeships completed, digital certifications obtained and income generated by beneficiaries.
Funding and beneficiary selection will be subjected to transparent procedures to reduce duplication, political interference and misuse of resources.
