Our vision for education is to build a modern, inclusive, accessible and high-quality education system that gives every child, young person and adult in Gombe State the knowledge, skills, character and opportunities required to succeed in life and contribute meaningfully to the development of the State and Nigeria.
We believe that education is the foundation of sustainable development. No society can achieve meaningful economic transformation, technological advancement, social stability or human development without investing deliberately in its people. ACCESS TO QUALITY EDUCATION
Our government will pursue a deliberate expansion of access to education, particularly in underserved rural communities and disadvantaged areas. We will identify communities with inadequate educational facilities and develop a systematic school expansion programme based on population, enrolment, distance to existing schools and projected demographic growth.
Existing schools will be rehabilitated, renovated and equipped according to clearly established standards. New schools will be constructed where population and geographical needs justify them. The objective will be to ensure that no child is forced to travel unreasonable distances to access basic education.
We will strengthen enrolment and retention programmes and introduce targeted interventions for children from poor and vulnerable households. Particular attention will be given to communities where poverty, cultural barriers, displacement, disability or other circumstances contribute to school exclusion.
Education planning will be based on reliable data. The government will establish and continuously update a comprehensive Education Management Information System that captures information on schools, teachers, pupils, infrastructure, enrolment, attendance, examination performance and other important indicators. EARLY CHILDHOOD AND BASIC EDUCATION
We recognise that the foundation of a child's intellectual, emotional and social development begins in the earliest years. Our administration will therefore strengthen early childhood education and ensure that children enter primary school with appropriate foundational literacy, numeracy, communication and social skills.
Primary education will receive particular attention because it forms the foundation upon which the entire education system is built. We will focus on ensuring that every child acquires the ability to read, write, understand basic mathematics, communicate effectively and develop critical thinking skills.

We will also strengthen examination preparation and academic support programmes, particularly in schools with persistent low performance. Rather than waiting until students fail external examinations, schools will use continuous assessment and performance data to identify learning gaps early and intervene accordingly.
TEACHER DEVELOPMENT AND WELFARE
No education system can be better than the quality of its teachers. Our vision therefore places teachers at the heart of education reform.
We will pursue a comprehensive teacher development programme that combines recruitment, training, retraining, professional development, welfare and performance management. Teacher recruitment will be based on actual needs, subject requirements and student population rather than arbitrary distribution.

The first phase will focus on conducting a comprehensive assessment of the education sector. This assessment will establish the actual number and condition of schools, classrooms, teachers, laboratories, libraries, ICT facilities, enrolment levels, dropout rates, examination performance and other important indicators.
The findings will form the basis of a State Education Transformation Master Plan with clearly defined priorities, financial requirements, responsible institutions, implementation timelines and measurable outcomes.
The second phase will prioritise urgent interventions, including the rehabilitation of severely deteriorated schools, provision of essential learning materials, teacher deployment, recruitment where justified, improvement of sanitation and water facilities, and targeted support for schools with the greatest learning deficits.
The third phase will focus on structural transformation through digital education, vocational training, STEM development, teacher professional development, improved education data systems, stronger school management and expanded partnerships.
The fourth phase will focus on consolidation, evaluation and continuous improvement. Programmes will be assessed against predefined indicators, successful interventions will be expanded and ineffective programmes will be redesigned or discontinued.
MONITORING AND EVALUATION
Every major education programme will have clearly defined targets and performance indicators.
We will measure not only how much money is spent or how many schools are constructed, but also whether students are actually learning.
Key indicators will include enrolment, attendance, completion rates, transition rates, literacy and numeracy levels, examination performance, teacher attendance, pupil-teacher ratios, infrastructure availability, digital access, vocational certification and graduate employment or entrepreneurship outcomes.

The second phase will prioritise urgent interventions, including the rehabilitation of severely deteriorated schools, provision of essential learning materials, teacher deployment, recruitment where justified, improvement of sanitation and water facilities, and targeted support for schools with the greatest learning deficits.
The third phase will focus on structural transformation through digital education, vocational training, STEM development, teacher professional development, improved education data systems, stronger school management and expanded partnerships.
The fourth phase will focus on consolidation, evaluation and continuous improvement. Programmes will be assessed against predefined indicators, successful interventions will be expanded and ineffective programmes will be redesigned or discontinued.
MONITORING AND EVALUATION
Every major education programme will have clearly defined targets and performance indicators.
We will measure not only how much money is spent or how many schools are constructed, but also whether students are actually learning.
Key indicators will include enrolment, attendance, completion rates, transition rates, literacy and numeracy levels, examination performance, teacher attendance, pupil-teacher ratios, infrastructure availability, digital access, vocational certification and graduate employment or entrepreneurship outcomes.
Independent monitoring and evaluation mechanisms will be encouraged to provide objective assessments of progress.
